■ 国とお金」考 ■

　今から60年近く前、1945年9月、日本が戦争に負けた直後、わたしは中国天津市にいた。戦争に負けたことが実感されたのは、それまで使用（流通）していた日本国紙幣が紙クズになり、中国国民政府の紙幣が流通し始め、平行してアメリカドルが出回ったことであった。中国紙幣は、一週間もすれば、札束になった。こどもたちの仕事は、札束の数をかぞえることであった。中国人たちは、ドル紙幣をほしがり、それは貴重なものであることを、わたしは感じた。

　イラクとクエート国境では、イラク紙幣の流通が止まり、物々交換になっている、との報道があった。アメリカ軍の爆撃下のバクダット市内でのガソリン代金はどうなっているのか、知りたいものだ。

　「国とは何だろう」と考える。広辞苑を引けば、それなりの規定が書かれているだろう。学者なら、用語の規定をきちんとするだろう。それはそれ、わたしは感想として、考えてみる。

国はお金の印刷工場でないだろうか。今、ドルもエンも、金との兌換券でないので、印刷された紙にすぎないのだが、国という枠組みの中で、その保障・信用で流通しているに過ぎず、国の枠組みにヒビが入ったり、壊れたりすれば、価値が下がり、壊れれば紙クズになってしまうのだ。

今、アメリカはイラクに戦争を一方的に仕掛けている。日本はそれを支持している。戦争では、アメリカは「勝つ」だろう。しかし、経済にヒビが入るのではないだろうか。アメリカと日本は、経済的な疲弊が始まるのではないだろうか。

グローバル化の時代、歴史的に考えるならば、アメリカと日本が疲弊し、力が弱くなった方が地球上の生物、地球にとって「よい」ことではないだろうか。

ドルとエンが紙クズになると、わたしは困る、本当に困る。しかし、グローバル時代、それを受け入れなければならないのではないだろうか。

戦争反対！とは、そうゆうことでもあるのだ。

こんな国、日本に国籍を持ち、この枠組みの中で生活しているのだから、プラスもマイナスも受け入れなければならない。

この国から逃れることができない以上、この国をどうするのか、考えつづけていかねばならない。

It was Japan bill which was doing use (circulation) up to that was wastepaper to have been realized, and a bill of Chinese Taiwan government began to be circulated, and that a US dollar was on the scene concurrently that I lost a war. When also doing for one week, a Chinese bill was a roll of bills. Children's work was to count the number of the roll of bills. Chinese wanted a dollar-bill and I felt that that is valuable. Circulation of an Iraqi bill stopped at Iraq and the Kuwait border, and there was report which becomes barter. I'd like to know what happens to the gas price at the tapir Dutt city under the bombing of U.S. forces. I think "What is a country?" When pulling Kohjien, a regulation of some level would be written. The regulation by which a scholar is terminology, it would be orderly. That will consider that and me as impressions. Isn't a country a printing plant of money? A dollar and En aren't a conversion ticket with money now, so it's only printed paper, a crack only circulates by the security and trust in the structure as a country, and enters a national structure, and when breaking, falling in value and when breaking, it's wastepaper. The United States is preparing a war one-sidedly in Iraq now. Japan is supporting that. The United States would "win" the war. But doesn't a crack enter economy? Doesn't economical impoverishment start in United States and Japan? When I think historically the globalized time, aren't United States and Japan that the one which became impoverished and became powerless "is preferred" for perishables on the earth and the earth? When a dollar and En will be wastepaper, I'm in trouble about the truth which would be a problem. But don't I have to accept the global age and that? The war opposite! For, it's also such thing. Because I'm living in this structure with the nationality in such country and Japan, I have to accept a plus and a minus. Now that it isn't possible to escape from this country, I have to keep thinking how to do this country.
